Use Skype or GoogleTalk. Download the clients app from respective websites. Both places must have the clients app and internet.
Create account in one of them. Both places must have an account. Then just add the two places together. Looks hard but if you try it it’s very simple.

Basically you are almost always going to get free PC to PC calls, but you will start to get charged once you are in a situation where you need to call land line phones.
ExpressTalk the softphone on that page is a completely free download and will work with any of those providers.
For an office setting you could also take a look at using VoIP to set up an intercom system between computers with a program like Office Intercom, also from NCH:
