(ANS) YES! My sincere advise would be that you should contact the maker of the laptop (for example if it was a Sony contact Sony support or if HP contact HP support). They will know this software as it was probably bundled in when you purchased the machine.
**If the hand recognition or finger print reading software was bundled with the machine in effect you have paid for it. So its quite legitimate to contact the maker & tell them what happened i.e. the disk got reformatted & software was lost. Please could they advise you on how to re-install it or can they supply the set up files again?
**The makers website would definitely be worth having a search through. I use DELL machines and the DELL site contains ALL the drivers & free bundled software that came with my system. I have to use my system tag to log into the DELL site to access these files. Your maker might have a similar setup?
